Charities' lotteries need to be Regulated

17th January, 2008

Charities that involve bingo and raffle games could end up having to deal with much stricter regulations concerning their record keeping requirements, as stated in the legislation proposed by the Idaho Lottery.

The need for such legislation was demonstrated when last February the scandal occurred, which ended in two man being sent to federal prison, after it turned out that two charities were profiting out of games by Big Bucks Bingo. The Idaho Supreme Court was upholding the revocation of the gaming licenses of those two charities.

The two owners of the Big Bucks Bingo, William J.Tway who is a disbarred lawyer and Robert J. Ford, were sent to federal prison for organising a scheme aimed to defraud the government and enrich their pockets.

The Idaho Lottery director, Jeff Anderson decided that prevention techniques should be put in place, which is why he filed an appeal for a legislation to be introduced, which makes record keeping and reporting clearer and stricter. The new legislation would make sure that overseas the game is carried out as it should and that the charities are actually benefiting.

The proposal will be presented to the Senate State Affairs Committee on Wednesday.
